which might be guarded against by the erection of such a roof as we were most unwillingly obliged to put over the existing tanka, We regret to inform you
that in the telegram which we have received from Hong
Kong, our friends state that the Government requires continuous water-flow sides. There is no possible
good to be obtained by such a provision, and we sincerely hope the Marquis of Ripon after consultation
with Colonel Majendie, to whom our friends state the
matter is to be referred, to instruct the Government
of Hong Kong that this latter proviso is altogether
wrong. Colonel Majendie is such an expert in the
matter of the storage of petroleum, and has such experience on the subject, we shall be quite prepared
to abide by his judgment, and decision.
Tanks, without any covers, whatever, exist largely in the heart
of New York, where the heat is, at certain times of
the year, quite as great as in Hong Kong, and the only possible reason for roofing the tanks was that at the inception of the business it was feared loss by evaporation might be caused to the Importers, which,
of course was a matter which solely concerned them.
However, in practice, this is not found to be the case and no possible good can result to anyone by roofing
